The charter school movement in Milwaukee benefits from the mission and skill of several strong charter school support organizations. However, the Advocates, in collaboration with a number of advocacy partners, is the only entity that specifically advocates for independent charter schools in Milwaukee and surrounding areas.
As part of its expanded business plan, the Advocates invites charter schools, charter management organizations, and charter school support organizations to become members of the Advocates. The need for a membership organization is based on the assumption that the power of unity and the strength of a common voice is an essential part of a quality charter school growth strategy.
The Advocates membership agenda is being developed to address several concerns, serving as the face and central voice of
the charter school community in Milwaukee. The Advocates is prepared to serve members through information, communication, networking, policy development, and advocacy. For example:

- Schools: Eligible members include "2R" public charter schools, which exist mostly in Milwaukee, and Milwaukee Public Schools' Non-Instrumentality public charter schools.
- CMOs: Charter management organizations that operate or intend to operate high quality charter schools in Milwaukee.
- Charter school support organizations: Non-profit organizations that have a mission focused on assisting independent charter schools in Milwaukee with quality and growth.
- Sponsors/Vendors: Businesses that provide goods or services to charter schools in Milwaukee; subject to approval.

- Many charter school operators simply lack the time and resources needed to participate in the design and implementation of
advocacy strategies. They need to be represented by an advocacy organization that possesses the skill and
experience to address their organizational needs. - Charter schools need new and modified legislation, rules, and regulations that will strengthen their capacity to grow as high quality autonomous charter schools.
- Charter schools need access to services and resources that will stabilize and strengthen their capacity to maintain cost-effective operations.
- Streamlined focus on increasing per pupil funding for independent charter schools.
- Ongoing communication about charter school-related news, issues and policies.
- Operational charter school advocacy groups that utilize teachers and parents to advocate on behalf of charter schools before public officials and various community groups.
